Sneak/hide to have the spell Oath Spells appear in your hotbar. Click on it to activate it. Select Reclaim oath to reclaim your oath or Break oath to break your oath. Click again to confirm and enter the character's Oath screen. When you're done or if you disabled sneaking/hiding the spell is going to get removed from your hotbar.
Thats the most important thing. Now if you mean build wise and you mean to be more of a villain or anti hero then oathbreaker is great.
