After receiving the notice I called Usics and they said that it’s there, the next day called again and they said it’s with our local office - Newark.. If the applicant was already interviewed, then the processing times are meaningless as applied to this case. If the I-485 was not approved yet, then the USCIS is doing further investigation or has required further evidence before making its decision. The I-130 would have been transferred to the field office together with the I-485.
