Some beggers can be farmers. Narfi for instance can be hired unless you killed him in the dark brotherhood. Once you hired two farmers the quest should progress. Picking up from a while ago, I had sort of forgotten what was happening. My steward was Golldir and I fired him to join me on a quest, then re-hired him when we got back to the plantation.
